Julie M. Fleming is a senior counsel with Manning & Kass's Strategy, Writs and Appeals Team, the firm's own specialized SWAT unit. For the past 15 years, Ms. Fleming has specialized in police civil liability and municipal defense cases. She has been involved with numerous cases which have proceeded to the Ninth Circuit and the United States Supreme Court on police, constitutional, and employment law. Ms. Fleming has extensive experience handling civil litigation and appellate matters with an emphasis on employment and police law.
Ms. Fleming has written appellate briefs in the areas of employment law, police litigation, contract and tort law, construction litigation, and constitutional law. She has worked on more than 30 appeals in both state and federal courts, including oral argument; extensive pre and post-trial motion work; including motions to dismiss, motions for summary judgment, pretrial evidentiary motions, and post-trial appellate work; and has a high rate of success in motions for summary judgment and early disposition of cases.
Ms. Fleming graduated from Southwestern University School of Law (JD, 1993, cum laude). Ms. Fleming received the Mead Data Lexis Award and American Jurisprudence Book Award for her legal research and writing. During law school, Ms. Fleming worked as a judicial extern for a federal court judge and in the Tort Litigation Department of the California Attorney General's Office. Ms. Fleming is a graduate of the Los Angeles County Bar Association Trial Advocacy Project.
